Start-Up Steps

Start-Up Checklist

  1. State Process: Register to do business in Connecticut, get a DUNS number, tax ID, etc.
  2. Local Process: Obtain a zoning permit, start a commercial tenant fit up process, register a trade name, etc.
  3. Open and advertise!: Go to VisitNorwalk.org and sign up to receive free marketing and promotional resources

Phase 1: State Registration & Compliance

Before operating, you must establish your business entity and tax status at the state and federal levels.

  • [ ] Determine Legal Structure: Decide if your business will be a Sole Proprietorship, LLC, Partnership, or Corporation.

  • [ ] Register Legal Name (State Level):

    • Register LLCs, Partnerships, and Corporations with the Connecticut Secretary of the State (CT SOTS) Commercial Recording Division.

    • Use the “Start your business” portal on the CT SOTS website.

  • [ ] Obtain Identifiers:

    • Apply for a Federal Employer Identification Number (EIN) from the IRS.

    • Obtain a DUNS number (Data Universal Numbering System).

  • [ ] Register for State Taxes & Labor:

    • Contact the CT Department of Labor (CT DOL) to register for unemployment insurance and withholding taxes if you have employees.

    • Identify your NAICS codes (North American Industry Classification System) for reporting.

  • [ ] Verify Occupational/Environmental Licenses:

    • Check the CT Department of Consumer Protection (DCP) A to Z list for required professional licenses.

    • Contact CT DEEP for environmental permits (if applicable).

    • Contact CT DMV for commercial vehicle registrations and CT DOT for specialized transportation permits.


Phase 2: Local Norwalk Requirements

Local steps involve securing your trade name and ensuring your physical location meets city codes.

  • [ ] Register a Trade Name (Sole Proprietorships Only):

    • If you are a sole proprietor not using your own name, file a Trade Name Certificate at the Norwalk City Clerk’s Office.

    • Note: The form must be notarized. The fee is $20, plus $3 for a certified copy.

  • [ ] Secure a Zoning Permit:

    • Submit a Zoning Permit application and plans to the Planning & Zoning (P&Z) Department (Room 129, City Hall).

    • Required Documents: Submit three (3) sets of site plans/land surveys and floor plans or architectural drawings.

    • Conservation Sign-off: City staff will coordinate the “Green Sheet” sign-off from the Conservation Office.

  • [ ] Obtain Departmental Sign-offs:

    • Fire Marshal: Contact for approval (City: 203-854-0248; Rowayton: 203-854-6666 x2).

    • Health Department & WPCA: Required for restaurants, cafeterias, and food service.

    • Health Department Only: Required for beauty and nail salons.

    • Redevelopment Agency: Required if your project is located within a designated Redevelopment Area.

  • [ ] Apply for a Building Permit:

    • Once Zoning and other department sign-offs are secured, the Building Department will review your materials.

    • Note: Building permit applications are filled out by the inspector after their review; they are not available for public download.

  • [ ] Code Enforcement: Ensure all building and safety codes are met for the “Commercial Tenant Fit-up” process.


Phase 3: Launch & Resources

Utilize city resources to finalize your opening and promote your business.

  • [ ] Consult Professionals: Reach out to the Society of CPAs or the CT Bar Association for individualized tax and legal advice.

  • [ ] Visit the Business Development Center: For one-on-one assistance, visit City Hall Room #104 (9 am – 4 pm, Monday–Friday).

  • [ ] Marketing & Promotion: Sign up at VisitNorwalk.org to access free marketing resources and promotional support from the city.

  • [ ] Financial Incentives: Check eligibility for the Norwalk Innovations Program, Storefront Improvement Program, or Kiva Microloans through the Norwalk for Business website.
